CASM Statement on Draft Regulations Under COINS Act

FOR IMMEDIATE RELEASE: ALEXANDRIA, VA, October 22, 2026 – The Coalition Against Socialized Medicine (CASM), a broad coalition of leading conservative groups, has issued the following statement in response to the U.S. Treasury Department’s release of draft regulations under the Comprehensive Outbound Investment National Security (COINS) Act.

“CASM, an organization dedicated to upholding free-market principles throughout our healthcare system, is deeply concerned with Treasury’s draft regulations under the COINS Act, which would impose sweeping restrictions on American investment in Chinese biotechnology.

“Safeguarding American national security should not come at the expense of American leadership in biopharmaceutical innovation. Treasury’s proposed restrictions risk preventing American companies from pursuing research and emerging therapies. Not only would this jeopardize our competitive edge, but it also risks delaying, or worse, cutting off, American patients’ access to lifesaving treatments.

“While legitimate national security concerns must be addressed, any new restrictions on outbound investments should focus on clearly defined security risks rather than imposing blanket restrictions that hinder American companies’ ability to pursue scientific advancements. If implemented broadly, these restrictions would strengthen China’s position in the global biopharmaceutical industry at the expense of American patients.

“America cannot maintain its leadership in biopharmaceutical innovation by closing the door to breakthroughs. Instead of imposing sweeping limitations on American companies, policymakers should instead preserve strong intellectual property protections, encourage investment, and foster a competitive environment for medical advancement. That is how we sustain American leadership and deliver the next generation of cures.”
