CASM Statement on Final Rule for GLOBE

FOR IMMEDIATE RELEASE: ALEXANDRIA, VA, October 1, 2026 – The Coalition Against Socialized Medicine (CASM), a broad coalition of leading conservative groups, has issued the following statement in response to the release of the final rules for the Global Benchmark for Efficient Drug Pricing (GLOBE) model.

“CASM, a group dedicated to upholding free-market principles throughout our healthcare system, strongly opposes the release of the final rules for the GLOBE model by the Centers for Medicare and Medicaid Innovation (CMMI).

“GLOBE works against the free market system. By importing foreign price-setting policies from nations that rely on socialized medicine, the model effectively embraces the same single-payer systems that stifle innovation and prosperity abroad. Capping drug prices means innovators cannot recoup the vast resources they invest in R&D—and without those returns, they’re unable to develop future cures.

“It is simple:  GLOBE uses prices negotiated or controlled by foreign governments to determine mandatory payments owed by manufacturers to Medicare. When the federal government uses foreign prices to compel manufacturers to surrender revenue above a government-determined benchmark, it imposes an international reference pricing constraint on their returns. Calling that obligation a rebate does not make it a market price or eliminate its consequences for investment and innovation.

“CMS’s insistence that GLOBE does not import foreign formularies or coverage restrictions fails to answer this objection. Foreign pricing decisions become the benchmark for a compulsory financial obligation here at home. American patients should not have the investment supporting their future treatments subjected to pricing decisions made by foreign governments.

“Stripping away the incentives that drive biopharmaceutical innovation will be devastating for American innovation, competition, and patients. Not only do these policies limit access to the lifesaving treatments and technologies that Americans rely on, but they open the door for foreign adversaries, like China, to seize leadership of the biopharmaceutical and life sciences industry.

“The free market is how we address rising healthcare costs. Foreign price controls will only undermine the very system that has delivered countless groundbreaking medical discoveries. CASM firmly opposes the GLOBE model and will continue to defend the free-market ideals that protect the innovation pipeline patients depend on.”
